AWARD FOR EXCELLENCE
In 2002, SEBAC initiated the Award for Excellence to recognize federal agencies for their commitment to small business prime contracting. To determine a recipient, SEBAC evaluates federal procurement data along pre-established criteria including the following key factors:
1. Agencies ability to meet or exceed projected goals for fiscal year (Prime Contracts to Small Business
2. Agencies Quality and Quantity of Small Business Awards
3. Agencies Progress Towards Improvement in Attaining Goals (percentage increase and/or proven improvement)

In 2004, Eagle Eye Publishers, Inc., a leading commercial provider of federal procurement intelligence, became a co-sponsor of the Award for Excellence. SEBAC President Ken Harris presents the Award for Excellence in Awarding Small Business Prime Contracts to Lieutenant General Robert B. Flowers, P.E., Commander and Chief of Engineers of the U.S. Army Corps of Engineers (US ACE). Ken presented the award on December 3, 2002 during the US ACE Small Business Conference luncheon at the Crystal Gateway Marriott in Arlington, Virginia.
