SEBAC's Top Seven Issues

Periodically SEBAC surveys its members to determine which issues are of most concern to their businesses. The results of the most recent survey are:

  1. Encourage the DOD to utilize North American Industry Classification System (NAICS) 562910 for procuring environmental architectural/engineering services. Also, continue working with the Air Force Center for Environmental Excellence, US Environmental Protection Agency, DOE, US Navy, and US Army Corps of Engineers to implement 562910 correctly.
  2. Address the small-business exemption in Section 803 of the 2002 Defense Appropriations Bill, which requires service task orders under ID/IQ contracts valued over $100,000 to be competed. 
  3. Press for creation of a NAICS code for the environmental-remediation industry, eliminating the confusion regarding 562910.
  4. Work with SBA and key federal agencies that contract for environmental work to make sure that the agencies are promoting and advertising, well in advance, small business opportunities and tracking their success against their small business goals. 
  5. Work with US Department of Energy (DOE) and SBA to create meaningful small-business prime-contract opportunities.
  6. Work with the appropriate Congressional Small Business Committees to change Small Business subcontracting goals to a mandatory total contract value Small Business percentage, similar to State and municipal requirements.
  7. Work with the appropriate Congressional Small Business Committees to increase federal small business opportunities by either precluding teaming on small business set-aside procurements to all small business teams or requiring substantial preference to all small business teams during FAR Part 15 source selection procedures.
